The answer depends on whether you're a new banking customer or not, as incentives to put your money in a bank CD always generates great short-term interest rates to open a new one at a bank of financial institution. Putting that aside, CD rates are pretty much staying the same, as the interest rate environment in the U.S. stays almost at zero, and that is expected to stay that way through 2010. So the answer to the question is CD rates are going neither up or down, but staying flat.
