Municipal bonds are typically bought through a bond dealer, whether it be a large brokerage firm or a smaller firm that specializes in municipal bonds. A client would contact their broker and discuss what parameters they are looking for. Number of bonds, rating, maturity, discount or premium and state of origination. The broker will then look through his own firms inventory of bonds, and then look at other firms that may be offering what the client is looking for. Once located, the buyer can actually negotiate the price, but the dealer does not have to move the price. If the buyer agrees to the offering, they will then buy the bonds.
