Treasury bonds can be purchased various ways, the most efficient of which is directly in the government auction. In this way you will be buying at the same yield and price as the large institutional buyers. One way of participating is by calling your broker and saying that you want to buy x number of bonds in the auction. The other way is to open an account at Treasury Direct which cuts out the middle man (https://www.treasurydirect.gov/RS/BPDLogin?application=rscreate&page=rscreate). The other way is to buy Treasury bonds, notes and bills in the secondary market, which means that you can buy bonds that have already been issued in the past. Because so many Treasury issues exist, an investor can for the most part tailor the maturity's in any way.
