ABNs (that's Australian Business Numbers) can't really be 'registered', because entities that carry on a business in Australia need to apply in order to get one. If the application is successful, then an ABN is assigned to the business by the Australian Tax Office. ABNs can be applied for on the Australian Business Register website at httpp://www.abr.gov.au. If the entity applying for an ABN is a company, then their ABN will be their Australian Company Number (ACN -- these are nine digits long) plus a two-digit prefix.
