A patent provides the patent holder with the right to stop others from making the invention, similarly from using it, selling it, offering it for sale or importing it. These are the prohibited acts ,so patent infringement is where someone does one of these things. Note that patents are 'territorial,' meaning that they only operate within the borders of the country (or countries) where they are in force.
