Australia has a '100 point' system for identity verification. Under this system, the various identification cards and documents such as birth certificates, passports, credit card and utility bills are each assigned a point value, and someone wishing to do something like open a bank account must provide cards and/or documents totaling 100 point or more. Birth certificates, passports and citizenship certificates are all worth 75 points each, but a person can only provide one thing from this category. A driver's license, shooter's license, Public Service Employee ID card, or Commonwealth or State Government financial entitlement card (for example a pension card) is worth 40 points. Any card on which the person's name appears (like a credit card or membership card), or any document on which the person's name and address appears (like a utility bill or rent receipt), is worth 25 points. The only exception to the 100 points rule is that foreigners can open a bank account within a short time of arriving (this can be anywhere from 6 weeks to 3 months -- it depends on the institution) using just their passport.
