A prepaid debit card is one you get by buying it outright, and so don't have to be concerned about what's in your bank checking account, or even have a checking account for that matter. It also protects your from overdraft fees, as you can only use what's on it. It's a form of cash in reality, and actually better in some cases, as the card can protect you by not allowing anyone other than you from using it.
