The right amount to charge to rent out a house you own (or manage) is "as much as possible." But how do you know what's possible? You have to do research to find out what similar properties are going for. Check local real estate listings or call local estate agents to find out what sort of prices are common. It's important that your research is 'local,' because when it comes to real estate it's all about location, location, location. After location, the next most important factor is the number of bedrooms that the house or apartment has, then things like when it was last renovated, it's proximity within the neighborhood to amenities, and its general ambiance. Determining what the market will bear is an art, not a science, but pay attention to what other people are charging, and you'll figure out "what the market will bear" pretty quickly.
