The term budget is an extremely open ended one, as a budget to one person could be extremely different than that of another. For a family of 4 living on after tax income of $30,000, their budget will be a shoestring. For the same family of four living on $200,000, theirs will be something else altogether.

The key to a budget is setting it so that it allows you to live within your means. For the family where the living is paycheck to paycheck and they are barely scraping by, the likely sources for goods might be something along the lines of thrift shops for clothes, dollar stores for other goods and food thrift shops.

There is no easy answer to this question because the definition, by necessity, is extremely vague. The bottom line is to shop in places where at the end of the day it is possible to save some on the side for a rainy day.
