The NASDAQ was founded in 1971 by the National Association of Securities Dealers (NASD). The NASD were the precursors to the current Financial Industry Regulatory Authority (FINRA). They were (and FINRA are) a private company offering regulation to member financial services companies (in other words, self-regulation as opposed to government regulation).
