Raising working capital is usually done through a bank, or in some cases through suppliers to the business, because it's not used for the purpose of growing things fast, like venture capital would be used for. Because it's for more conservative purpose, those looking for quick returns aren't attracted to it as much. Banks like it because there is a proven track record they can use to measure the loan by. To raise the capital requires that you have exact and accurate books a decision can be made by the one doing the lending. Collateral is also an important part of successfully raising working capital through a bank or supplier.
